[Un tel, fils] de Timokhos à [Apollon].
[So-and-so, son] of Timochos for [Apollo].
[Il tale, figlio] di Timochos ad [Apollo].
For the name Τίμουχος, see Dobias-Lalou, 1998 Dobias-Lalou, C., 1998, Sur quelques noms latins en Cyrénaïque, in B. Bureau, C. Nicolas (eds.), Moussyllanea: mélanges de linguistique et de littérature anciennes offerts à Claude Moussy, Louvain-Paris, 206-212 - see in bibliography .
As complete denominations with name and father's name are very rare in such graffiti of dedication, we might also imagine another formulation: instead of a lost personal name followed by Timochos as a father's name, the word δεκάτα might have been lost and the reading would then be '(tithe) of Timouchos for Apollo'.
